I have been battling this issue and a shudder when braking. Front end torque was correct but it still clunked. Loosened the steering head and retorqed. It got worse. I took it back apart and noticed that the washer that has the rubber ring around it to seal the bearings can get into the threads and stop the nut from tightening down. I marked the nut with a marker to make certain I was gaining. Took several times of taking it apart tightening it then riding to make certain I had fixed it. I finally seem to have been successful on Saturday. So just having the correct torque does not mean the steering head is right. This seems to have fixed the brake shudder also. I had previously replaced rotars, pads and tires.
